Short answer: No.
You only pay for active participants in standups, polls and surveys. This means if your workspace has 100 users, but only 15 participate in standups or respond to polls and surveys, you will only pay for those 15 participants.
What constitutes an active participant?
Geekbot defines active participants as either:
A user who submits a standup update or responds to polls and surveys; or,
An admin who manages a standup or accesses reports in the Geekbot dashboard.
Geekbot then charges per participant per month—regardless of how many standups, polls and surveys they take part in (so if 20 users respond to at least one poll or survey in a given month, you will be billed for those 20 users).
If a user is invited to a poll or survey but does not submit a response, they will not be charged.
What happens when a user is removed?
If a participant is removed from all standups and surveys:
They will no longer be billed;
Geekbot will automatically credit your account with any remaining subscription time for users removed before the billing period ends.
The model ensures your organization only ever pays for actual Geekbot usage (rather than potential participation).
